Glad to hear that you have provided her with an egglaying site and that she hasn't been bred too early!
You should have them set up so that they can't see each other IMHO. You are putting a lot of stress on them both by allowing them to constantly be able to see each other.
You said..."She has not show her mating colors at all and she has not layed any eggs"...is the background color dark at times or constantly? Does she look something like the female in this picture?

Shouldn't she be ready?"...if she is hissing, dark in the background color, gapes, lunges, etc. then she is not receptive. Receptive behaviour includes light background color, calm demeanor, walking slowly away from the male, etc. Some veileds are ready to lay their first clutch before they are a year old; others won't lay a first clutch until after they have been mated. All you can do is keep trying to introduce them until they both show that they are willing to mate. Mating is not something that you can force.
