Russian Tortoises-biting eachother

I have 2 russian tortoises they are about 3-4 inches-I notice that one will bite the other sometimes-he has tried to get the leg of the other then once it tried to nip the face of the other--its not all the time but everyonce in a while Ill catch it-they seem happy together-they are always sleeping next to eachother and following eachother around.any suggestions for this behavior

At around 4" they may be finding their "gender". It was at 4" that my first CB russkie went from "who knows" to a male who chased females and fought with the other male.

And my females rarely fight with each other. Exception being when they are gravid.

So, maybe you've got at least 1 male, and he's trying to bully the other tort. Observe them and see how they work it out. I can't keep my two males together for long - they really like to battle.
