This use of animals is illegal in many states, such as most of New England, South Carolina, Maryland, Pennsylvania, New York and Iowa and it has been banned in many counties and cities.

Complaints should be made to the local fair board or whoever hired the midway. Circleville Oh has a brand new law because aomeone went to the fair and saw this.

Responsible pet owners are the ones that need to take action and stop this.
