tough, hard scales on head wont shed....

This is the second shed in a row in which there is a very hard scale on the very top of his head that wont shed. The second shed just seemed to add another layer to it. I soaked him every day for a week prior to him shedding to no avail. I tried gently pulling it with tweezers after soaking and shedding but it is like a scab almost and pulling too hard would cause bleeding. Should I just keep soaking or maybe go to a vet to remove it and just apply antibiotic ointment to it until it heals.

I wouldn't attempt to remove it -- you could make a small matter much worse. Best bet would be to rub some tripple antibiotic cream on the scale in question and continue doing so about every other day, then see what happens during the next shed.
