Dehydration?

My Eastern King has been lethargic lately, and his skin is very dry and wrinkled. Is this dehydration? If so, what can I do for it? When I soak him, his skin returns to normal.

Maybe too much heat? You could try a humidity chamber and if he uses it a lot I would say too dry. A/c in the room sucking all the moisture out of the air? Maybe move water bowel closer to heat and cover 1/2 top of cage with a towel to help keep in moisture. Sounds like he hydrates when you soak him, does he have access to a bowel to soak in if he wants? Just some thoughts, keep an eye on his weight.
