?'s on opening a zoo

A question for anyone that can answer. Being 20 minutes to midnight its kind of hard to get ahold of people and this question has been popping in and out of my head for some time. My area dose not have a zoo. The closest one is an easy hours drive. I was wandering if anyone knows the process one would have to go through in opening a Zoo in California. I am entertaining the idea of visiting my local county government offices tomorrow and asking this very question but possibly someone here can shed some light on it before I ask them. My last business venture in my area went very well but unfortunately my local offices were not much of a help as they had no idea what the requirements were so I had to turn to the Federal and State agencies. Anyway thanks in advance I look forward to hearing everyone’s comments on the issue.
