Frozen fish usually come in a styrofoam box. Sometimes you can cut and shape the box to size.

My local Safeway gets their fish in these and then they just throw the boxes away after the fish come out to go onto the counter. I ask them to keep some of the boxes and they'll do it as a favor.

Give that a try.
