If you're talking about reptiles. It'd be a fishing license you need, not a hunting license. Contact Texas's fish commission. You'll probably have to buy a fishing license. This could cost a few bucks.. I know in Pennsylvania, an out of state fishing license costs for 2 days almost twice what mine cost for the whole year. And I've heard other states are more expensive. Some are cheaper, as well, though.
When you get ahold of the fish commission, tell them you're interested in coming in from out of state & collecting some reptiles. Ask if you can have a list of what species have bag limits, and what the bag limits are, and what kind of permit/license you'd need. Certain animals won't need a license, certain animals will.

I am in Texas, I kep getting told different things. I have been told all that is needed is a hunting license, been told that I also need a non-game collectors permit. Just trying to figure it all out. Thanks for the info.

You need a hunting license to collect reptiles in Texas. You only need a non-game collecting permit if you intend to collect animals to sell to others. You should also be aware that the hunting licenses in Texas expire at the end of August, so if you are planning to get one in the next few days, make sure you buy a 2006-2007 license, not one from last year.
I assume you mean going to WEST Texas for Trans-pecos ratsnakes, not south Texas. Actually, early September isn't a bad time for finding Trans-pecos rats.
