Three Toed Box turtle help

I bring my Three Toed Boxie in fr the winter. Last year I had a set up with top soil, moss and a heat lamp. (water bowl etc)
I did not like that because the soil was either too dry or too wet,
The heat lamp seemed dangerous and it smelled funny.
Can anyone recommend a better set up for this winter.

Go to the pet shop and buy one of the black light hoods, they are made of crematic not plastic, and it wont smell when the lights are on.
