sulcatta toroise substrate

I need advice. I have a seven year old sulcatta Ive had since it was born. He has gotten about 30 lbs now. I live in MIchigan where he roams freely in a big back yard mid April though now. During winter he stays in a 8 ft by 3 horse trough in my basement. Last winter I used Timothy Hay for a substrate but it got dusty in the basement. Not sure what to use this year any suggestions would be great. My friend wondered if kitty litter could be used but I have no idea if it would harm the tortoise. YEars passed I used commercial repti bark but it is very expensive to fill the horse trough with. Thanks for the input in advance

Cypress mulch plain brown natural stuff should be ok

Mulch is not a recommended substrate for a Sulcata.

If hay is too dusty you can use a mix of 50% soil w/o fertilizer and 50% plain sand. Easy to clean and your tort can burrow. Inexpensive as well.
