Humidity - do I need it and how much?

I have a radiated rat snake - websites have told me that I need 60 to 80% humidity - but a rat snake book I just purchased said I don't need the humidity, and not to keep substrate wet because of something called a blister disease that can occur with ratsnakes. Please help ASAP!
