Answer: It is called "heat tape" but it is actually not adhesive at all. It is thin mylar-coated carbon resistance heating element. Emits heat from both sides.

Answer: You may but it up against the plastic, but you need a controller to limit the temperature. You may use a lamp dimmer or a thermostat. Proportional thermostats are the best for this application.
