For your tortoise, the best thing you can do if you feel unable to take it to a vet (believe me, we've all been there) is warm him up. He may or may not be sick, but giving him a basking spot of 95-100 degrees F will likely rectify any type of mild respiratory conditions. The brown substance on his face, if it is not coming from his eyes, mouth, or nostrils, it's probably nothing to worry about. However, if it is coming form one of these, warming him up should help. As far as foamy excriment goes, this could indeed be an indication of dietary problems. As a grassland grazing species of tortoise, your sulcata should get mixed creens (Romane, collards, mustards) and things like squash, and other vegatables. Though some keepers have been able to feed their sulcatas fruit without problems, I would strongly reccommend against it as it would not naturally be a part of their diet. Their systems cannot process the sugars the way tropical tortoises can, thus it can lead to a host of health problems. Also, make sure you're not keeping your tortoise on any kind of aromatic wood substrate (that is to say, pine, or cedar) I doubt that you're doing this, but if you are try changing him over to bark or sand.
