That's not that unusual...garter snakes are very cold tolerant. I was watching animal planet and they were doing a most extreme show on parties or something of that sort. They showed red sided garters in Canada coming out to breed..in the snow! I don't know if that was set up or not but I also read an article in a reptiles magazine about a guy searching for salamanders in ponds where the ice had just broken up. He saw what he thoud was a dead garter in some rocks on the sunny side of the pond. He touched the snake and it crawled quickly back into the rocks!
