Actually I dont believe there is any change planned for the CITES appendix I status, however the USA is planning do downlist the status of Crocodylus moreletii from Endangered to Threatened.
This change in status will will also come with a special crocodilian rule which will allow from commerce of skins in and out of the USA without special permit, however the new threatened status will have little change with regards to live specimens as they will still need a permit issued under the Endangered Species Act to import, export or other wise move in interstate commerce.
There is no time limit on this proposed downlisting, it woul be great if it happens soon but it might actually still take years before it becomes law.
There is also a proposed downlisting of the USA population of American Crocodile and also a proposed downlisting of the Argentine population of Broad-Snout Caiman
I am told by USFWS that the American crocodile downlisting is thought to be approved and official by 2007
