I saw today a dead black snake (about 18 cm) with several yellow bands (6 or 7 I guess), one around the head (didn't take a photo, so from the top of my head, I think it was just behind the eye).
Location: Veracruz, Mexico. (Close to Xalapa).

It sounds like Tropidodipsas (Sibon) sartorii. They are black with a number of bands like that. The bands vary from yellowish-white through yellow to bright orange.
Here is a link to a pic of a whiteish one. Imagine the light bands are orange or yellow and that is probably what you found.

Thanks Chris, and apologies for not thanking you more often in the past for answering my ID questions 
I *should* have taken a picture, but I am quite sure that the snake is what I saw, also because my partner told me that there were more then 7 bands just after I posted this message.
The photo matches the description of the band behind the eyes, the detail that got most of my attention. It was dead on the road in a small town. Town is surrounded by mango trees, and has a river/stream going through it.
