I have a six years old Indian star. Every winter it has runny nose and every winter I have to give it baytril orally. It is currently kept in a constant 90 degree and is very dry. Any suggestion would help.

Perhaps you're keeping it too dry.
Is the discharge clear or yellow/white?
Was the tortoise diagnosed with a URI by a vet who prescribed the anibiotic. Was the discharge cultured?
Baytril is NOT a magic bullet to be kept in every medicine cabinet and administered indiscriminately for any-or-all symptoms. Your tortoise's runny nose could simply be from a too-dry/too-dusty environment.
