does anyone know the cheapest place to get those little paper cups like for tartar sauce or whatever, that i can put baby food and cgd into?

You could try looking in the phonebook for "restaurant supply" most major cities have one that is open to the public where you can get everything cheap. Sometimes you can find that sort of thing at older, locally owned drug stores too.
I don't like throwing all that stuff out and have found that stoneware dishes intended for sushi and soy sauce dipping are the perfect size, if you want to try something else. Good luck!
