I'm not too good with eastern reptiles, but it looks like a harmless watersnake to me.

And it also looks pretty dead. Shame on the ignorant person who did that.

Yes, that is a northern water snake. There are no venomous water snakes in Ohio.

Thank you for your responses...the snake was dead...unfortunately...not by me, though. I do not kill non venomous snakes.

Non-venomous nerodia (water snake). They will bite however and, even worse, deficate a foul one if handled! They are illegal to kill though.
