Babies that are not handled frequently from day one are going to be more defensive. Northerns and easterns are very calm when handled from birth - but many of these breeders do not have time for that. Captive bred skinks are more likely to be calmer growing up once they have gotten used to some handling.
We have purchased a few that were like you describe. You just have to be patient and persistent. Get a pair of gloves that he can't hurt you through (I found some soft, thin suede ones), and handle the baby with those on. Remember to be gentle and offer treats when doing so - positive association.
After a while, they realize you don't hurt them and it does no good to bite, because you still pick them up. Once they get into your hands, with gentle stroking, they usually calm down quickly.
Don't give up... they just need some TLC.
Another tip: get a few foam, sponge balls (cat toys). These come in real handy for placing in an open mouth... and it sure saves on the fingers!!!
