Is she hydrated enough and how well is she eating?

Need to know alot more information about your dragon to even guess at what is wrong. Keeping her eyes closed could be due to many things. Her lights may be too bright for her (this often is the case when using mercury vapor bulbs that are mounted too close to the basking area), dust from the substrate, irritation, injury to one or both eyes. It can also be due to something completely unrelated to the eyes themselves. A lethargic dragon often keeps her eyes closed. Is she moving around, eating regularly, pooping? looking dehydrated? Is her coloration unusually dark? Is she hiding all the time?
Also will need to know her basking temperature, ambient temperature, what sort of substrate she is one and other details about her history since in your care.
In the end, it would be best to bring her to a qualified reptile vet for a physical. They can do blood work and examine the eyes for any debris, infection or other irritation which may be causing her to keep her eyes closed. Vets can also assess the overall health of the dragon as well (ie low blood calcium, dehydration etc).

I HAVE HER IN A 60 GALLON TANK WITH ANOTHER FEMALE. SHE IS A SANDFIRE CROSS BLOOD DRAGON.SHE SEEMS TO BE PRETTY ACTIVE.SHE EATS INSECTS DAILY DUSTED WITH MINER-ALL AND MULTIVITAMINS TWICE A WEEK. I FEED HER CRICKETS MOSTLY, BUT ALSO FEED HER SILKWORMS AND GOLIATH WORMS.SHE STOPPED SHOWING ANY INTEREST IN GREENS BUT MY OTHER FEMALE EATS VEGETABLES LIKE CRAZY.SHE LAYED AN INFERTILE CLUTCH OF EGGS A FEW MONTHS AGO. EVER SINCE THEN SHE HAS BEEN REALLY SKINNY AND DOESN'T GAIN WEIGHT.HER HEALTH DOESN'T SEEM TO BE DECLINING BUT IT ALSO ISN'T GETTING BETTER. I HAVE TREATED HER FOR WORMS BUT HAVENT TREATED HER FOR COCCIDIA. IT DOESN'T MAKE SENSE BECAUSE THE OTHER FEMALE IS DOING GREAT.HER COLORATION IS NOT AS NICE AS IT USED TO BE.SHE POOPS REGULARLY BUT SOMETIMES IT IS RUNNY OR NOT FULLY DIGESTED.SHE DOESN'T SEEM TO BE DEHYDRATED.SHE NEVER HIDES, SHE IS ALWAYS OUT IN THE OPEN.MY OTHER FEMALE IS CONSTANTLY DIGGING.I USE A 100 WATT MERCURY VAPOR BULB.IT SITS DIRECTLY ON THE SCREEN OF THE CAGE. THE BASKING TEMPERATURE IS 105. THE AMBIENT TEMPERATURE IS ABOUT 80-85. I KEEP HER ON PLAY SAND.
Have you taking a stool sample to a vet for a fecal to determine if she had worms or has coccocia now?
As you have two dragons in the same cage if she had worms before she could easily get them again, unless both dragons were treated.
Regardless I feel your best bet to get her healthy is to move her into her own cage, on paper towel only. Take her to a vet for examination as she could be calcium crashing or may have eggs retained inside her which are causing problems. The play sand could be an irritant too, but hard to determine if this is really the cause of her keeping her eyes closed.
Separate her, get her to a vet for a fecal and overall physical examination, will be the first steps to ensure she recovers.
