I have been a bad owner. (( i am already beating my self over for not notising this sooner. ))

I was cleaning my albinos cage today and when i picked him up i noticed the end of his tale was hard and pointy. I hand't noticed that before. I turned him over and looked even more an its like he has dry skin becuase i am seeing cracks and i can see where he his skin has burned.

What do you guys suggest?

ok an update... becaue his tail is hard and pointy and the dry cracks look painful, it looks like it his tail has been bleeding some. I am thinking its time to take him to a vet.

Sounds like the tip of the tail didn't shed off. I've had this happen in leos and snakes both. Use some water or peroxide to loosen and soften the resulting cap. It will need to be gently removed, very gently. The tail may bleed a bit after removal and will scab again but a scab is better than a skin cap cutting circulation off. Watch for infection later on and use diluted alcohol or peroxide to disinfect the tip periodically.
