Can anyone ID this gartersnake?

I photographed this gartersnake at a recent herp expo, but I didn't get the species/subspecies name. I was told it isn't similis (Fl Blue-striped). It came from the west coast (NW?) somewhere. Does ordinoides have a blue-striped phase?
