Outdoor temp control?

I'm curious if anybody can offer me some help, please? I am building an outdoor enclosure for my sulcatas and need to figure out a way to regulate the temps on the inside of their shelter. The enclosure is made from block along with the shelter - (which is four walls with an opening and a plywood/ceramic tiled roof) The shelter drops 24" below ground and will be very insulated and I would like to have the temps inside stay within a certain range via heat lamps and some kind of thermostat control. How could I go about wiring this up so that if the temps drop below a certain degree the lights will turn on, but then turn back off again once the temp has raised to a set degree? Basically I want the temperature to be maintained within a set range using lamps instead of heating mats. Thank you so much for any help.

Where the heck do you live that you need outdoor heating for a tortoise enclosure? Also, you said there was 2 feet of digging..is it blocked down below so your torts won't dig out?

It's not that I am trying to heat the outdoor enclosure. It is the underground shelters within the enclosure that I am trying to maintain the temps in. And this will only need to be done for a few months out of the year when the temps get low enough to freeze the ground.
