Is it flakey skin or a white crusty build up around the nostrils?

It seems like the crusty build up around his nose.

If it's a white crust that comes and goes just around the nostrils, it's normal. They excrete excess salts that way. You don't need to worry about it or remove it - it will generally brush off by itself.

Anything bubbly or mucous-y is not normal.
