Is this normal? I have only seen them inserted so this was a big surprise (no pun intended). Any comments that may ease my mind would be great.

Hey Steve,
I have seen it alot in my males right after they have finished ejaculating. It usually retracts back in within a couple of minutes. I would not be concerned unless it hasn't retracted after 20 to 30 minutes.

You never let us know if it went back in. If it has not, and it is now 3:30am Eastern time, when you get up you will need to make arrangements to see a vet asap.
