Yeah it is normal. The 11-inch will do it too. All depends on how the heater is attached or layed down, what it is attached to, the humidity in the air (drier air may mean more hum), etc.
If you lay it on sheet metal, the electric field can store a small voltage on the metal, like a capacitor. Too small for harm or danger, but you get the point. All normal phenomenon for any alternating current device that is flat or coiled. No danger.

I just hooked up the 4" stuff and plugged it in and noticed a electrical buzzing noise (very faint) coming from the entire piece (ie the connection end all the way to the opposite end).
