We know that e coli on produce can kill people, but I wonder how it effects reptiles, particularly tortoises?

It has been found to be a normal component of the reptile gut flora. They still do not know if it is a cause of disease.

There are many, many strains of E coli, some of which are strong pathogens, many are opportunistic pathogens, while others don't do much of anything. While it is likely that different strains will affect different species differently, it's likely that this is the same in reptiles as well. As for the contaminated veggies, I'd take the same precautions with your torts than you do with yourself until the supply's are again considered safe.
