What is the shortest time kingsnakes can be cooled and still be viable for breeding?
Do all kingsnakes have to brumate to breed, like some that are found in the warmer parts of the USA?

Most kings don't need to be hibernated to breed although many people feel that it helps. There are plenty of successful breeders that never hibernate their animals.

If you do want to the length is entirely up to you. Some people just use a short 4 - 6 week cooling period while others keep em down for 4 months or longer. Mostly its about personal preference and listening to what your snakes want. If your snakes stop eating in the fall, they are probobly telling you that they are ready for winter. Just make sure their bellies are empty when you turn off the heat.

And yes there is variability between species. FL kings do much better without hibernation then say mountain kings which really do need some cooling.
