Leopard tort problem

I have 2 leopard torts about 1 year old that I have had no problems with until now. Actually 1 is fine, great infact! She is has probably doubled in size since I first got her. The problem is with the other tort, which I believe to be a male. He has not grown hardly at all and in the last week his anus and become REALLY inflamed and swollen. It is red, puffy and looks like crap. I discovered this today while I was giving them there bimonthly bath and soak. I was really busy this week and was not able to change there paper in the amount of time like I normally do, but I have done it before and not had this problem. I am not sure, but I think that it is infected. I plan to soak his butt in peroxide and do my best to keep it clean, other than that I know not what to do. Anybody else ever have this problem or have any advice on what to do?

It looks like a prolapse and I'd suggest getting it to the vet ASAP.
