I think what you're suggesting is essentially a rug. That's going to prove to be a poopable nightmare.
The best most easily maintained substrate for a Uro in my opinion is bird feed that is mostly red and white millet. I've used it with mine for quite a while and it is great. I usually put it about 3 to 4 inches deep. Keep in mind when using substrate with any depth to get any heavy items touching bottom. If you don't the Uro may dig under it and get trapped.
Bird feed dries out any excrement fast so you can easily remove it from the enclosure. It has little or no dust and helps keep the humidity down.
