i have a pond with some red bellies and eastern painteds. recently one of the painteds got a white scummy layer on the outside of its feet.it still ate and seemed to bask more frequently but it could swim well and had trouble sumbmerging. that turtle died but now one of the red bellies has the same thing only not as bad yet.is this a fungus and is it curable? thanks

Its not a fungus, but rather a type of algae. This algae grows in the summer months and can be a sign of bad water. If the water will support a living fish, it is OK. If not, it needs to be changed. Most likely it will need to be changed.

i do have living fish in the pond should i change it anyway? only 1 turtle has it bad

If the fish are fine, then it is OK. It will go away as the colder weather approaches.
