I am glad you're asking questions before going out and buying anything; I wish more people did that! A heating pad for horned frogs is not really a good idea; a lot of times, as in nature, they'll bury themselves in order to cool off. I really don't use any heat source for my HFs during the summer, and in the winter they're in a heated room.
These frogs do "brumate" in the wild and in captivity; they spend much of their time buried, sometimes with their eyes exposed to watch for prey. They don;t really hibernate per se, but they can, in dry conditions, bury themselves longterm and get a kind of moisture-retaining skin cover. This shouldn't happen in captivity if your humidity and water bowl are good. But my horned frogs spend days on end buried, they re-surface in order to defecate and I feed them while they're up and about.

Horned frogs (any of the sub-species) do not come from a climate in which hibernation is neccesary. They are a South American species and experience year round constants in temperature. In captivity addiquet heating needs to be provided or your frog will die.
