Though I don't know much about chameleons, those lumps look like abcesses, or growths. if they are hard, I would suspect growths, like tumors...whether they are benign or not, only a vet can determine that. They could be abcesses as well, as they can feel hard. In either case, you need to take him to a vet. Abcesses can be drained and treated, tumors can be surgically removed or treated in other ways.
The only other thing that could cause that would be MBD or calcification caused by too much calcium. Again, a vet check will be necessary for proper diagnosis and treatment.
As far as I know, it's not normal for veiled chameleon males to grow such lumbs on the back of their shoulders.
