Just wondering if anyone knows where I can buy cypress mulch in or near the GTA in bulk or at good prices.

Try any garden center, home depot, Walmart etc. Most of the department stores will be getting in their spring/summer supplies which includes various kinds of mulch.

I tried everywhere and the only places I could find with regular old cypress where Port Credit and Reptillia. All the other places had cypress 'gold' (treated with some type of colouring agent).

i found a place that sells cypress mulch for a really good price. I got a bag that fills a 30 gallon for $1.99 at this place called Menagerie downtown. Its my favourite closest petstore.
