What's wrong with my Newt?

We are new to caring for Newts. We have recently purchase a Fire belly Newt. He was great for the first month, but just lately looks as though his skin is peeling off. From day one he spent all his time in th water. He rarely used his canopy, for time out of the water. Although, for the past 4 days he has only been on his canopy and has not gone in the water. When I tried to put him in he looked as though he was drowning so I rescued him and he was happy to be back on his net. Anyone know what is wrong with him?

How much water is in the tank? Have you tested it? It sounds like the water needs a good cleaning. How frequently have you been chaging some of the water, and what percentage?

I would recommend trying every two weeks at least, with a 30% change each time.
