what semi-aquatic low toxin newts can handle water temp being 73 degrees? thanks in advanced for any info.
That's a harder one. Taricha granulosa could handle the temps and are considered semi-aquatic, but they're very high in toxins. Adult Notophthalmus viridscens are semi-aquatic and low in toxicity, but I do not believe they could handle that high of a temperature constantly. Cynops pyrrhogaster is similar as well. Pleurodeles waltl have pretty much no toxin and are semi-aquatic, and I imagine they would probably handle those temperatures best of all the species I've suggested.
Hopefully that's some help. I tried to keep it to commonly found animals as well.

what about fire belly newts?
I already mentioned the Japanese ones, but Cynops orientalis (Chinese firebelly) would definiately not handle those temperatures regularly.
