is it ilegal to buy reptiles from the USA? I am sure that we cannot have them shipped here

It is possible to import tortoises legally into Canada, but it is expensive.

You'll need:
1.) CDN Import Permit from CFIA (C$30)
2.) US Exporter
a/ With an export licnese
b/ Broker in a designated port who will receive the
animal from the breeder and bring it to the USF&W
for inspection and fill a 3-177 form which costs
US$55, but more for CITES animals US$75
c/ CITES permits, b/c tortoises are one CITES II, which
costs US$25 and may be difficult to get if they cannot
prove the origin on the animals.

Then you also have the shipping costs. So, it's not worth it if you're just getting one or two tortoises.
