ok, I have a 20 inch hood on a 2o gal. tank. it has 2 bulb sockets, in one I have a red light, in the other a white light. one day light and one nigh, simple enough. I'm doing a day/night cycle with them, but should I keep on a white/red cycle or white during the day, none at night?

Most snakes really don't need light at all.. so whatever you choose to do with the bulbs is fine.. assuming your temps are correct.

I would just use a 15 - 25 watt day-light bulb (depending on temps) when your around to enjoy watching your snakes, I only light one side of the tank, and turn them on 4-5 hours a day.
If your you're using the lights to heat the tank, I would recommend a under the tank heater.

ok, I have a heat pad, right now with winter 1 light keeps it at about 72, and the tank heater alone keeps it about 75

I use the stick on under the tank heaters, size aprox. 8x8 to 10x10 which is located on one side of the tank and keeps the substrate about 85+ degrees. Put the light(15 or 25 watt) on the other side of the tank. Put a thermometer in the Tank and monitor the temps in different areas with the light on for about 5hr. You will have to play around with the size of the bulb for air temp, but it sounds like you need more belly heat than what you have. It also depends on required heats for what kind of snake your keeping.
Overall your snake should have a warm area 80-85 degrees and a cool area 75 or less in the tank at all times it can retreat to.

ok, I got it, i've always got the under tank heater and light, so I'll keep using both.
