About a hundred watts too high.

Attach the light to a dimmer, then you can turn it up only enough to get your temps correct. A full 100 watts would make it an oven, unless it's about 40 degrees in your house.
You are using thermometers to check your temps, aren't you...? 
I feel that it all depends on your cage. I use a 100 watt incandescent light bulb, but that is because my room is pretty chilly, and he has a hide box if he wants to escape from it, and it is a 29 gallon tank so the light is a little bit above it. The basking area is usually about 90 with the other end being a little cooler. I have been using it for a week and he is active and healthy. If you choose to use it, watch out and check to see if he is doing alright and watch his behaviors.
..is whatever it takes to keep temps optimal. The strength of bulb and/or heating pad needed will vary with the type of setup you have and the temps in the room.
The main thing is to monitor the temps with a thermometer instead of guessing.
