I have an ornate uro that I have had for about a year. His appetite has slowed down considerably, and he has lost weight.
Do I need to be concerned, or do they do this in the winter?

Check to see that your conditions (temperatures, feeding, everything) are the same as they were when your animal was more active. They should not go into brumation unless the temperatures begin to drop or some other seasonal change comes that doesn't allow for normal life.
