To the best of my knowledge, currently Louisiana pine snakes are only protected by law in Texas and in national parks within their range. They are a candidate conservation species, which (briefly) means private landowners make agreements to protect habitat within the range of the pine snake. There has been a push to get it listed under the Endangered Species Act. I don't think you should have any problems in Arizona.
