whats a good filter for 40 gallon tank?

I wouldn't do a pleco unless you want it constantly nipped at. They're too slow to keep with turtles unless in a huge tank or a pond. Filter depends on how much water you're going to have in the tank. If you're going to have a low level, use a Tetra ReptoFilter with an additional circulation pump. For a level close to the top, use a canister filter or hang on the back.

Yes, I agree, keep in mind that turtles can be very messy if you feed them in the same water they live in (not recommended), if you do feed your turtle like this, remember you will have to clean the filter much more often and treat (or change) the water as well. The larger the filter the better in my opinion due to minimal maintenance and optimal water quality for your little guy.
