They can for like maybe for like the first 4-7 months(maybe longer) you have them, assuming you get them as a baby. I have a male in a 38 gal reptarium (screen cage) and he does just fine. I have another male in a 65gal cage (same type) but I'm still working on the basking spot for him... Need new logs...

they can be when babies or juvies. they will outgrow a 20 gallon fairly quickly. when adults, they need a cage 4x2x2 in feet

Beardies grow fast. Often an 1" a week. I don't think a 20L is appropriate for dragons over about 12". This means that you might only get a month and a half out of a 20L. I house my adults in 4 x 2 or 5 x 2 Glass terrariums. They are 17" high. Height is not as important as floor space.
