pubescent turtles making water filthy!

My three red-eared sliders (two male brothers, and one female, not related) are almost six years old. For a little over a year, I've suspected that Petey (female - thought she was a boy as a baby!) and Angel (male)are in love - she is totally depressed when he's not being nice to her, they're constantly together, and they gaze mooney-eyed at each other. It was actually quite cute for a while, until I caught them "doing it." I was both appalled and worried, as I do not have the means to be a turtle grandma! I'm also wondering if my males' discharge is responsible for the nearly constant cloudiness occurring in my tank. Today, I returned home to totally cloudy water (white cloudy, not the brownish way it gets from their food/feces), white stuff at the bottom of the tank, and an oily film at the top. I will have to clean the aquarium now for the third time this week! This is getting ridiculous! I need help, and separating them is not an option - they would be totally depressed without each other. Help!
