I am ordering a cage from Animal Plastics. The measurements are 36H x 24D x 36L. My question is I plan on using a heat panel would this be sufficient enough or do you think I would also need the belly heat also. This is for my adult JCP.

I think as long as your heat panel (radiant?) is big enough so that hot spot is 90 - 95 degrees F and cool spot on cage is no lower than 70 - 75 degrees, it will be enough. You can always add belly heat later if you need it.
We house alot of snakes in AP cages, and one thing is for sure they heat up well and hold heat very well. I would do one or the other but believe me both is not necessary.

Really, the ONLY way to be 100% sure is to set the cage up before putting anything inside. Make sure the temps are calibrated within the acceptable range (80F cool end, 90-92F warm end), and then you'll have your answer.
And then you can tell us!
