i was at petland and saw 2 whites tree frogs in a totally aquatic tank with a couple of toxic fire bellied toads.is this a correct way of keeping them or is it like i think(bad).

Nope, your right, that's bad. Badbadbad. You may want to explain to the pet store people that its so bad that they just might have a couple of dead animals if they keep their white's in there. White's are tree frogs, which means that they are arboreal. They need places to climb, hide and sleep and they definatly don't need the moisture up that high!
That aside, fire bellies are toxic to a fault and will cause toxic shock and death if they don't seperate those frogs.

Mantella viridis : 1:2
they are probally dead now if they were kept like that. they would die from the toxicness of the FBT or drowning, people are such dumbasses.
