do males and females both into cooldown?

The cooler temps stimulate the male to make viable sperm and the females to make follicles. And it just triggers both sexes instincts to breed.

should they be started when there younger. or only when there breedable.

Doesn't matter if you do when they're younger, one way or the other. Actually, it's better not to when they're young because then you can usually keep them eating and growing over the time they would stop eating during cooling. But when they're old enough to breed, it's pretty much a necessity. There's always the possibility of getting lucky, but it increases your chances of success astronomically if you cool them for at least a month before introducing them to each other.
