i've had my baby gecko, owen, for three weeks now. and in the past couple of days, he seems to have taken a liking to sleeping in his water dish. is this normal?

Just make sure it's low that he don't drown and make sure it is cleaned everyday, bacteria builds up in water and they can get infections from the bacteria.

yeah its a pretty shallow dish so the water evaporates pretty quickly (kinda tedious to refill haha) so at least i know its not going to hurt him. thanks!!

Recheck your surface temps. I have seen this happen in enclosures that are too hot (usually at pet-not-so-smart).
