Can someone explain the difference in these since i see them all labeled as Naja Kouthia. Are they localities of different subspecies or what? Thank you for your help.

They actually are all Naja kaouthia. Formosas, I beleive, is somewhat of a "coined" name. True formosas are actually Naja atra...according to W. Wuster- whose writing I tend to take in stone. I would think N. kaouthia got the name just by having the abberant pattern....but that one I am almost unsure of.
Suphans are just a different locality. They used to be considered a sub species (Naja kaouthia suphanensis), however; that has since been removed from the name leaving them just as Naja kaouthia.
